General Resources

The Equal Opportunity and Compliance (EOC) Office is UNC-Chapel Hill’s central office for addressing issues related to discrimination and harassment, including sexual violence, interpersonal violence, and stalking. The EOC receives student, employee, and visitor reports of harassment and discrimination, coordinates measures that help protect safety and well-being, and investigates reports.

The safe.unc.edu website is the main portal at UNC-Chapel Hill for resources and information about sexual violence, interpersonal violence, and stalking. (You can also find information about SAFE, HAVEN, and other trainings here.)

Reporting Options

Reporting to the University

Any UNC-CH student, faculty, or staff member who experiences discrimination or harassment, including sexual assault, sexual violence, stalking, dating violence, domestic violence, is encouraged to make a report to the Equal Opportunity and Compliance (EOC) Office, which includes the University’s Title IX Coordinator.

Reports can be made

When the EOC recieves a report, an EOC Report & Response Coordinator will reach out to provide and discuss support and reporting options available on campus and in the community.

Reporting to Law Enforcement

UNC Police at UNC-CH takes reports of assaults, investigates and participates in appropriate legal or judicial action, and follows up on reports of sexual assault to determine whether there is an ongoing threat to the campus community. They can be reached at 919-962-8100 (non-emergency) or 911 (emergency).

Reporting to law enforcement is an option available to anyone who has experienced harassment, sexual violence, interpersonal violence, or stalking. Reporting to law enforcement may allow for a criminal investigation to be conducted and criminal charges to follow.

For emergency situations, dial 911 for immediate assistance.  If you call 911 on campus, UNC Police will respond.  For non-emergency situations, call local law enforcement or UNC Police’s non-emergency number and ask to speak with an investigator.  UNC Police will inform the necessary University staff of the incident.

If the survivor is not ready to file a report with law enforcement, they can still call on a local law enforcement agency and ask to speak with an investigator about what would happen if they file a report and the protective orders that are available.

Support and Services

The Equal Opportunity and Compliance (EOC) Office‘s Report & Response Coordinators can help to explore support and resources, including interim protective measures to address safety and well-being, for any student, faculty, or staff who experiences harassment and discrimination. They also can help folks with making a formal report to the University and/or local law enforcement.

The University’s Gender Violence Services Coordinators(GVSCs) provide confidential support and advocacy for all students, faculty, staff, and post-doctoral fellows of all backgrounds and identities who have experienced or have been impacted by gender-based violence or harassment before or during their time at Carolina. The GVSCs provide assistance in understanding reporting options and navigating reporting process, as well as connections to University and community supports. The University Ombuds Office is a confidential safe place where all Carolina staff, faculty, students and administrators are welcome to come and talk in confidence about any campus issue, problem, or dispute. Talking with the Ombuds Office does not constitute making a formal report to the University. (919) 843-8204

The Compsych Employee Assistance Program provides confidential support and referrals to resources for employees. (877) 314-5841 (24 hours)

Counseling and Psychological Services (CAPS) offers confidential, free individual and group counseling for UNC-CH students. Students can walk-in for immediate assistance, Monday through Friday, 9 am – 12 pm and 1 pm – 4 pm.  Offers a support group for sexual assault survivors most fall and spring semesters. 919-966-3658 (business hours) / 919-966-2281 (crisis line after hours)

The LGBTQ Center supports a safe inclusive environment for UNC-Chapel Hill students of all sexualities, gender identities and gender expressions.  Provides support when reporting violence to medical, legal, or university staff.

The Orange County Rape Crisis Center supports the community with a confidential bilingual (English and Spanish) 24-hour crisis intervention service that provides support and assistance to survivors of sexual assault and adult survivors of child sexual abuse, their families and friends. Information and referrals concerning the law enforcement, medical, and legal processes can also be accessed through the hotline. Support groups are available throughout the year for female-identified, male-identified, LGBTQ-identified, and secondary survivors of sexual violence. 919-967-7273 (24-hour Hotline) or 919-338-0746 (TTY)

The Compass Center for Women and Families is the domestic violence agency serving Orange County, North Carolina, located in Chapel Hill. Compass Center offers confidential services to adults and children who are experiencing emotional, physical or sexual abuse in their personal relationship. The Compass Center provides information, referrals, and support groups. 919-929-3872 (24-hour Hotline)

Campus Health Services provides confidential healthcare (e.g., evidence collection, forensic exams, screening and treatment of STIs, HIV prophylaxis, and emergency contraception) for UNC-Chapel Hill students and postdoctoral scholars. Regardless of gender identity, students who have experienced a sexual assault can proceed directly to Women’s Health on the third floor of Campus Health Services (James Taylor Building) to access these services Monday – Friday from 8 am – 5 pm. (919) 966-2281

UNC Hospitals Emergency Department provides confidential healthcare (e.g., evidence collection, forensic exams, screening and treatment of STIs, and emergency contraception) for UNC-Chapel Hill students, employees, and the community. By identifying as a UNC-Chapel Hill student, any costs incurred at UNC Hospitals related to evidence collection or treatment after a sexual assault can be billed to the Survivor’s Assistance Fund. University Policy

The University’s Policy on Prohibited Discrimination, Harassment and Related Misconduct prohibits all forms of Discrimination and Harassment based on Protected Status. It expressly, therefore, also prohibits Sexual Violence and Sexual Exploitation, which by definition involve conduct of a sexual nature and are prohibited forms of Sexual or Gender-Based Harassment. This Policy further prohibits Stalking and Interpersonal Violence, which need not be based on an individual’s Protected Status. Finally, this Policy prohibits Complicity for knowingly assisting in an act that violates this Policy and Retaliation against an individual because of their good faith participation in the reporting, investigation, or adjudication of violations of this Policy. University students and employees who violate this Policy may face discipline up to and including expulsion or termination.

The University’s Title IX Compliance Coordinator and the Equal Opportunity and Compliance Office oversee the investigation and resolution of all misconduct covered by the Policy on Prohibited Discrimination, Harassment and Related Misconduct. The University’s Violence in the Workplace Policy addresses conduct including bullying, intimidation, and threats. Acts of violence, as defined herein, may be grounds for disciplinary action, up to and including dismissal. After UNC Police or Employee & Management Relations have been notified as indicated in the Quick Reference: Reporting Workplace Violence section, all incidents must be reported to Employee & Management Relations in writing. A Workplace Violence Guide has been developed to assist in identifying workplace violence warning signs and reporting threats.
